Motorcycle learner permit and licence holders who have a restricted licence can only ride motorcycles and scooters under the Learner Approved Motorcycle Scheme (LAMS).

The list of approved motorcycle and scooter models that can be ridden by learner and novice riders is updated as suitable new models are approved for inclusion.

The list is primarily determined by assessing the power-to-weight ratio and engine capacity of motorcycles. If the power-to-weight ratio of a motorcycle exceeds 150 kilowatts per tonne or the engine capacity exceeds 660cc, the motorcycle will not be included on the list. Motorcycles may also be excluded from the LAMS list if they have other characteristics that make them unsuitable for learners, for example, being found to be overrepresented in crashes.

The LAMS list is updated as new models are approved by VicRoads.

Electric motorcycles & motorcycles manufactured prior to 1960

All motorcycles manufactured prior to 1960 with a cubic capacity up to and including 660cc, and currently available fully electric powered motorcycles are approved for use by novice riders.

Modified motorcycles

Any motorcycle modified in a way that increases its power-to-weight ratio is not LAMS approved regardless of whether it appears on the list. All motorcycle learner permit or a restricted licence holders can only ride a motorcycle in its standard manufactured form.
